Our History
D’Leon Consulting Engineers (DLCE) is a small business enterprise firm specializing in engineering and development for major infrastructure projects. DLCE’s president, a former Bechtel Group professional engineer, started the firm in 1987 and has had a successful track record through many years of discipline and industry excellence. Through the years, DLCE has devoted its business through hard work resulting on all projects being on schedule and on-budget. DLCE diverse engineers and professionals specialize in the planning, environmental preparation, building design, heavy civil engineering and construction management support services to public and private sector with special emphasis in capital improvements like transit and rail, buildings and facilities, airports and terminal construction, streets and highways, and complex engineering projects.
Throughout its history, DLCE has played an active role in the development of major transportation projects in Southern California. Our firm has consistently executed environmental planning and engineering design documents for numerous infrastructure projects. The firm has reviewed numerous project documentations, prepared project drawings; identified conflicts; redesigned major utility lines such as gas, water, telephone, power, cable, and storm drain, sewer, and fiber optic. We have also have prepared thousands of calculations and preliminary and final engineering documents for seismic retrofit projects, building and terminal analysis, roadways and track work including geometric alignment, profiles, cross sections and street modifications, roads redesign grading, drainage, striping and marking-pavement. DCLE also specializes in providing construction management support for a variety of project delivery projects: (design-bid-build, design-build, Public Private Partnership).
DLCE staff has technical expertise and is knowledgeable with design-based software tools such as: AutoCad, Civil3D, Microstation, Revit, Inroads, among other programs. DLCE staff experiences and dedication provide its clients with the best project delivery results compared to any other Small Business Firm. We believe in a diverse workforce, train and hire locally. A local workforce maximizes and leverages regional investments and develops professionals for the future.
DLCE Team has established a unique Quality Management Program (QMP) that will outline the policies, processes and standards to ensure a quality project. DLCE staff’s Quality Assurance (QA) focuses on periodic surveillance and reporting to team leaders and its clients. A detailed program for quality has been and will continue to be incorporated into each project, with the goal to provide high quality.
DLCE has worked on numerous projects in Southern California together with the largest agencies. This includes the Los Angeles County Metropolitan Transportation Authority on heavy and light rail projects, commuter rail and highway (Caltrans) projects, the Los Angeles World Airports (LAWA), City of Los Angeles Public Works departments, Port of Los Angeles and Long Beach, the Los Angeles Unified School District, among others. The company also has a long track record of building design and seismic analysis for concrete, steel, masonry facilities. Our rich history and experience has given us the knowledge and familiarity with all client expectations, including design code standards and regulations.

Domingo Leon, PE
President
Domingo Leon, a professional civil engineer registered in the State of California, founded DLCE in 1986 after 11 years working with the Bechtel Group. Under Mr. Leon’s leadership and professional experience, DLCE has played an active role in the development of major public infrastructure projects in Southern California. The firm has been engaged in major structures, transportation, in both highway and rail, water, street restoration and design, utilities and environmental planning projects. Recognized as an experienced and reputable small business in Los Angeles and in Southern California, Mr. Leon is proud of the company’s track record in the many infrastructure projects.
Mr. Leon is very active in the community. He is a member of a number of infrastructure task forces and committees. This includes the State of California Department of Transportation (Caltrans) Small Business Advisory Council and Professional Liaison Committee, the Society of Hispanic Professional Engineers, the Society of Military Engineers, the City of Los Angeles Department of Water and Power and Wastewater Integrated Plan for Year 2020 Committee, and the Structural Engineer Association of Southern California (SEASOC).

Borja Leon, PE
Managing Director
Borja Leon is a transportation and infrastructure professional with close to 20 years of experience in both the private and public sectors. He has led the advancement and implementation of major infrastructure projects in the Los Angeles, Orange County, San Diego and Sacramento. He joined D’Leon Consulting Engineers in November 2018 and is the Managing Director for all the company’s transportation, aviation, construction and program management practices.
Mr. Leon served as Deputy Mayor for Los Angeles Mayor Antonio Villaraigosa from 2010 to 2013. Mr. Leon took a chief role in developing and implementing Mayor Villaraigosa’s transportation agenda which included the Los Angeles Country Metropolitan Transportation Authority (Metro), the Los Angeles World Airports (LAWA), the California Department of Transportation, among other agencies.
Mr. Leon continued his role as top transportation advisor to Los Angeles Mayor Eric Garcetti in 2013. He led the planning and development of the successful passage dubbed Measure M for Mayor Garcetti, the Metro 40-year $120 billion infrastructure transportation program. Measure M is the largest local infrastructure program in U.S. history. Mr. Leon has also helped to fund and implement a number of heavy rail and light rail projects in Los Angeles County. This includes the Westside Subway Purple Line extension to Westwood/UCLA, the Crenshaw/LAX international airport line connection, the LAX Automated People Mover project, among other transit and infrastructure projects.
Mr. Leon was also a Board member on the Southern California Regional Rail Authority (Metrolink) Board of Directors. Metrolink oversees a five-county commuter rail system operating seven lines and 512 route miles.
From 2000 to 2005, Mr. Leon was employed by the State of California Department of Transportation, where he was involved in project development, construction management and engineering for major highway and interchange projects across the State of California.
Mr. Leon is a Registered Professional Civil Engineer in the State of California and Arizona. He holds a Bachelor of Science Degree in Civil and Environmental Engineering from the University of California at Davis. He is advocate for the technical advancement for minority engineering students and is an active advisory member of both University of California and California State University College of Engineering and Transportation departments. Mr. Leon started his career with AECOM Inc, where he worked on major rail, bridge and port infrastructure projects
